Nov. 8 (Bloomberg) -- European Central Bank President Jean- Claude Trichet said ``brutal'' shifts in exchange rates are unwelcome, signaling he wants to stem the euro's surge to a record against the dollar.

The euro yesterday climbed to $1.4731, the highest since the currency started trading in January 1999 and extending its gains this year to 11 percent.

``In the recent period I have observed moves that were undoubtedly sharp and abrupt,'' Trichet told reporters in Frankfurt today.
